Phelps is thriving. Today, we are serving more people than ever while retaining our
current participants and staff. Programs grow each year. With this growth has come
maturity. We are developing new partnerships and our school collaborations have
reached new levels. Our goal remains to address the challenges of rural communities
and in doing so, we have become a pillar and a referral to others.

Our budget increased significantly from FY 2022-23 to FY 2023-24 with the addition of the recreational program and more participation. This past year, it cost $5.87/hour per high school student and $6.10/hour per elementary school student for the respective tutoring programs. These costs include food, materials, tutoring, special lessons/workshops and transportation, as needed.
